How to make Customer Form as View Only except adding Credit Card Details

We need to make customer form as View only except the one field where in payment details we add the credit card details. So, rest all fields in customer header and sites needs to be View Only. We do not want to use seeded receivable inquiry responsibility. We have some custom responsibility.

We are at Oracle R12.1.3 version.

Reuqest you to please provide any guidance over this.
