Taxes update on PO lines

in EBS Customizations (MOSC) Question

We have new rate defined for VAT taxes. Now using India Mass Tax Recalculate i can update for open document in which tax category is assigned but there are many PO document in the system in which the tax category is not assigned to line but direct tax is applied in the lines. How can the taxes rate be updated for such PO documents.
