Can't create Project Financial Planning application (11.1.2.4.0)

I'm not able to create a classic Project Financial Planning (PFP) application in 11.1.2.4.0.    Initially tried to

create Industry Sample: Information Technology and this failed.   Then tired Industry Sample: None

In both cases,   Application wizard churned for awhile and eventually came back with:

An error occurred while creating the application.    

Has anyone been successful created a classic PFP applicaiton in 11.1.2.4.0.

Note:

There was nothing in the planning or essbase log that indicated what the problem might be.

Oddly enough, I was able to successfully create an EPMA PFP application.  However, EPMA is no

longer supported for PFP.
