Changing Location Format - Cannot Set Up New Locations

We are restaging our plant locations from 5 characters to 7.  I have updated the Branch Location Definition from Aisle = 1; Bin = 2; Code 3 = 2 to new settings of Aisle = 2; Bin = 2, Code 3 = 2; Code 4 = 1.  However, when I go into Enter Bin Location P4100 and enter my new code, I get an error message that my format is not correct.  If I enter it as 5 characters, it will save.  I don't know if there is another setting, program, etc. I need to complete in order to make this work.  HELP - We are under the clock in a foreign market to complete.
