Why is RTVReqMOD message sent to SIM

in Store Inventory Management (MOSC) Question

In our case SIM is the master of returns and RTV's are created in SIM , however once they get consumed in RMS we get an inbound message into SIM of family

RTVRe and message_type RTVReqMod which gets failed with the error messages

Return Event Can Not Be Modified. It is already CANCELED

when and why are these messages coming into SIM? how can we stop this?
