credential map in IBR

I have a user in OUD which needs to provide admin access to UCM and IBR. For UCM I created a credential as below:

OUD_Administrators,        admin

OUD_Administrators,        guest

OUD_Administrators,        sysmanager

OUD_Administrators,        refineryadmin

OUD_Administrators,        rmaadmin

OUD_Administrators,        pcmadmin

OUD_Administrators,        ermadmin

OUD_Administrators,        @#all

and changed the UCM provider.hda file and it worked for UCM. But its not working for IBR. How can I make this user login to IBR as admin?
