Assign person to a operation from a different department.

Hi,

For some work orders it is not possible to  assigned a person from another department (after removing the already assigned person) .Assign checkbox is frozen(cannot update).

How ever it is possible to assign a person from the same department.

What are the conditions that allows to do this ?
