Login Page - JBO Exception and could not login application - FNDSECURITY_APPL_SERVER_ID

Dear Legends,

Our Env: DB - 11.2.0.3 App - R12.1.3 Linux RHEL 5.11 64 bit

We are facing a issue with one of our Testing instance.

1. Opening the URL in IE9 it shows either of the following

Error 1:

JBO-30003: The application pool (hostnameUAT1521oracle.apps.fnd.sso.login.server.MainLoginPageAM) failed to checkout an application module due to the following exception:

oracle.jbo.JboException: JBO-29000: Unexpected exception caught: oracle.apps.fnd.common.AppsException, msg=oracle.apps.fnd.common.PoolException: Not able to create new database connection: FNDSECURITY_APPL_SERVER_ID

The above error occurs when Login URL Page has been re-directed for some users at some times.
