Moving Menu changes from one environment to another

I'm currently on JDE 9.2, tools release 9.2.0.3.  On a local work station I used Menu Design to add a non software task (Folder) to an existing sub menu in DV.  I then created a project in OMW and added the new task id and the parent id of the sub folder to the project and then advanced the project to PY.  The status of the project changed and the logging shows the transfer was successful.  However, if I log into PY and go to the sub menu, the new task folder I added is not displaying.  I even cleared
