Missing User Roles in Shared Services in 11.1.2.4 HFM upgrade

We exported from 11.1.2.1 Prod and imported into all three  11.1.2.4 environments using LCM.   The roles and users appear to have copied over correctly but when I ran a provisioning report in the new Prod and the old Prod to compare there were several users that did not have roles assigned.

Anyone else experience this?  Is it a bug?
