UDA - Enable an Attribute based on value in another UDA attribute

We have a UDA Attribute 'Payment Method in Supplier Management. We want to enable another mandatory attribute 'Payment Details' to be filled in if value in Payment Method is say 'A'. But don't want to show the attribute 'Payment Detail' if value in first attribute 'Payment Method' is not 'A'. Is there a way to do it.

I know we can enable attributes based on specific values in following Associations. But here we want to enable UDA based on anther UDA value.

Also is there a possibility to define new associations in Supplier Management. Say we don't find the value in any of associations below on Supplier Profile and want to add that additional association. Let's say on column 'Match Approval Level' in Receiving section.
