Non Inventory items not creating IB Instances from OM with Bill Only Line

Hi Team... we are in 12.2.5 and we need to create IB Instances from OM Sales Orders with the following Inventory Item setups:

Item is Non-Inventory, Non-Transactable, Invoice enabled, Customer Orderable, Customer Orders enabled, OE Transactable, Service Request enabled, Enable Contract Coverage, IB Trackable

We are creating a simple Sales Order with the default Bill Only line for this item... it books, it Fulfills and it closes once the workflow background process with OEOL parameter is run.

BUT, there is no trace of the fulfilling trying to create an IB instance.

No errors in IB UI, no nothing.
