R9698711 how it work?

i want to understand how this report compare index mismatch in table in central object location and database.I came across one issue where there was index on table at database level but index was not present in table at central object location.In this case i assume R9698711 report should report about this index mismatch but when i ran the report i did not report any mismatch for the table with issue.Can you please help me understand this report and let me know if report is working as expected or there could be some issue?
