Manual tax lines through ap interface

We want to create manual tax lines through ap open interface. We are not going to calculate any tax in the system and would pass supplier provided tax amount as is. Thus no use of ebt or any 3rd part tax solution. How can i achieve this. I read somewhere that we need to atleast a dummy setup in ebt for rate to regime. Is it correct. How can we achibe manyal tax lines without system calculating tax at any stage and also with out using ebt.
