Local wage rates not stored in Oracle(Payroll) - Has this bug been addressed?

We need local wage rates in Berkeley, CA to be used in garnishment calculations. But Oracle Payroll is using CA rates.

I found the following article on MOSC - Oracle Support Bug 5093016 (POPULATE PAY_US_STATE_TAX_INFO_F FOR EACH INDIVIDUAL STATE W/ MIN HOURLY RATE) can be found at: https://support.oracle.com/epmos/faces/BugDisplay?id=5093016

Looks like there is no update on the bug for a while. Anyone know if this is being worked on?

How do we ask for us to be added as a client asking for this Enhancement Request?

CA law has changed and we need local wage rates to be used. Is this still an Enhancement Request? Isn't it mandatory to now conform to the legal requirement of using local wage rates for calculating wage garnishments?
