Concurrent request took a long time to run and couldn't be cancelled

We had an issue earlier this week with one of the concurrent requests.  The "Pick Selection List Generation - SRS" is scheduled to run every 15minutes throughout the day, and this spawns the "Pick Slip Report" as it runs.  The issue we had was that the "Pick Slip Report" started running at 07.20am, and was still running at 11.30am!  We then encountered issues with other concurrent requests, as they were running slowly and a backlog started to build up.  We tried the cancelling the request but couldn't as we got an error.  We then tried to cancel it via sql
