Reached Maximum Anonymous User Limit

Hi, we have a .net application that connects to our Siebel 8.1.1.7 using JCA connection (java code).  Occasionally we would see error called "Reached maximum anonymous user limit" in middle tier.  The middle tier is hosted on Websphere Application Server.  We see this error in the log file.  The request did not even reach Siebel EAI Object Manager (that's our assumption because we don't see any logs).

Has anyone seen this error before? What are the workarounds that we can do to avoid this error. 

The advice we received from Oracle is to upgrade to version 8.1.1.10.

We are planning to upgrade to IP2016 in June of next year.
