when click on quote it shows unexpected error

We are using EBS 12.2.4

This particular user has quoting user responsibility. When click on quoting, the html page opens, when he clicks on the quote, it shows unexpected error and please contact system administrator. This only happens to him. All other users with quoting user responsibility does not have this issue. So, I don't think it is system wide error. Attached is the error message. I have asked him to clear internet cache, reboot the computer, check to see if the site has been added to trusted site and as well as java version. None of these helps. I have a feeling that his
