How to use omsopatcher

I recently installed OMS 13 on Windows 2012 and I need to update the oms to the next patch level in order to manage my databases.  Looking at the instructions after downloading the patch it tells me to run omspatcher.  I have oms and the omspatcher installed at c:\em13\OMSpatcher and I am just trying to see what version I have and I have tried all of the following and I get the same message.  The syntax of the command is incorrect.  What am I doing wrong?  This folder has a batch file called omspatcher.bat

omspatcher version

omspatcher -version

./omspatcher version
