Need to parse the response from web, like to have the required packages

Hi,

We need to parse the response from web, so would like to have the following packages :

apex_json

apex_json.to_xmltype

apex_json.open_object

APEX_JSON.CLOSE_ALL

APEX_JSON.DOES_EXIST

Since we have Oracle Database 11g Enterprise Edition Release 11.2.0.4.0

To achieve the above we want to upgrade our existing (Oracle Application Express VALID 3.2.1.00.12)
to the latest Oracle application express. and want to use Oracle Rest data services with application express.

Wanted to make sure which type of configuration of Oracle application express and listener will satisfy our requirement without purchasing any additional support license or product.
