Billinfo_t actg_last_t and actg_next_t date

Hi,

We have seen such cases in which the actg_last_t and actg_next_t date of billinfo_t is very old though we run pin_billd_day daily,so it should get billed on its billing day of month.Is it possible?

If yes in what circumstance this date did not get changed ?
