While OT message process through P3411, its not create the ST in P4210

When we process the OT message by using the P3411 application this application create the OT order and its also show the ST number in OT inquiry (P4310) form but when we inquiry the same  ST in P4210 the same ST is not populate in P4210.

Can someone help me why such error happen. i had done the setup in May 16 and it was working fine till the ends of August in PY but today i face the above issue.
