What do I do when I have an existing user in my support ID that I want to promote to admin?

I'm the admin for my support ID.  I have someone that I granted access as a User previously.  I want to promote them to admin.  When I change their access I get "Support Identifier xxxxxxx was already in users profile".   What am I doing wrong?
