Publisher cascading parameters

Does the data model parameters depend on the ordering of parameters in reports?

I am getting a behavior in OBIEE 12.2.1.0 Business Intelligence where the data is dependent on the ordering of the parameter in an associated report.

If the report parameters are ordered pval1, pval2, pval3 then when I make the LOV query for pval1 dependent on pval3 then the list of parameters are not available for retrieving data regardless order of parameters in the data model in the data tab of the data sets or as parameters in the report.

Have a set of reports which have a set of common parameters that are supposed to interact with each other.  The parameters in the data model are not in same order as the parameters in the report.
