datapatch -verbose returns catconInit failed in non RAC windows environment

I have Oracle 12.1.0.2 installed on a Windows 2012 server as a stand alone (non RAC) instance.  I have applied the July 2016 patch bundle through the OPatch utility and need to run the datapatch utility to update the database.  This is what I get when I run the datapatch -verbose command from a command window that was opened with the 'as administrator' authorizations.
