Change Platform from System I to Windows

I am running JDE 8.10 on System I DB, and would like to migrate to 9.2 Windows SQL Server (2012 Enterprise).

Also, the Tools from 8.9X would like to upgrade to 9.2.0.5.

I don't have enough hardware resources to upgrade the System I to a newer version and would like to migrate the data, users, objects to 9.2 on WinTel.

What is the best way for the migration?
