Upgrade approach 7.7.2.12 SEA to IP15 patch set 15

We are upgrading Siebel 7.7.2.12 SEA on 9i DB to Siebel IP15 12C DB . It is a two step approach defined by Oracle

Siebel                DB         Target Siebel      Target DB

7.7.2.12 SEA      9i           8.1.1                     11g

8.1.1 SEA           11g         IP15                     12C

Question is if below approach is acceptable

• Migrate data from 9i Database to 12C.

• Connect 8.1.1 SEA Database config utilities to 12C and do the upgrade (8.1.1 is not certified on 12C as per Certification)

• Connect Siebel IP15 to the same 12C database and do the upgrade

We understand that Siebel 8.1.1 certification list does not mention about Oracle 12C
