Cost does not change when resources increase

We have a Manufactured Item which has a Routing The Routing uses a Department under which the Assigned Units is 1 currently. We increased the Assigned Units to 2 and for a new Job we completed and rolled up the costs. However, we see that the cost for manufacturing did not change. We expect the cost to change as the assigned units have changed Please advise
