With the change of the grade, accruals are not properly populating???

My client is on R12.1.3, now we are facing some complicated issue.
In our client company employee moves one grade to another grade(sometimes department to department) on regular basis based on the business requirement, so few of the employees getting similar issue in accruals, i am taking one of the case and explaining here.
There is one employee on Grade - 3 (Trainee) who gets 2.417 leaves every end of the month, so by 31-Jan-2016 employee net entitlement is 10.667 (2.417+8.25 (Carryover from last year)).
Now the employee got shifted to Grade - 6 (Executive) on 02-feb-2016, when i look into the accruals first it showing below Note with 0 entitlement.
