GRID Home rolling upgrade and running $GRID_HOME/cfgtoollogs/configToolAllCommands

So, this past weekend we did a rolling GRID HOME upgrade from 11.2.0.3 to 12.1.0.2. The first node upgraded fine, but the second node failed with some HAIP issues. We got those resolved and the 2nd node upgraded fine as well. However, because we didn't have the GUI any longer, I had to run rootupgrade.sh manually to upgrade node 2.

So, my question is that I don't have a MGMTDB database running because I had to do the 2nd node manually and the config part never ran.

Does the below command which I understand needs to be run need an outage or does it just create the MGMTDB and I can create that manually?
