EBS XML Publisher filesystem delivery

EBS R12.1.3 on Linux:

Trying to use the following bursting control file to deliver files to the file system in /share/shared/Purchasing/VendorFTP/AlleganTubular .  However, no files are generated in the target directory.  We have verified that the directory permissions are set properly to allow the file to be created.  We have applied all patches that we can identify.  If we change the delivery method from filesystem to email , the bursting control file works properly, so we are confident in the report and the general format of the bursting control file.  We have enabled all of the debug logging referenced in My Oracle Support references
