Create W2 Box Balances concurrent program

We are trying to create balances for new W2 Box 14 entries (code K and L for example). In the metalink year end processing document it is mentioned that you should run the "Create W2 Box Balances" concurrent program. I don't see that program available to run in any of my responsibilities. Does anyone have a suggestion as to how this program is run? I don't see it available in application developer, system administrator, or any of our payroll respos.
