PST quorum not found on second node to mount diskgroup

We have an Exadata Quarter Rack (three cells, each cell a failgroup), cabled to the spine switch in a Half Rack. A few days ago, the Spine switch experienced an unexpected power outage. Since then, our +DATA diskgroup on the qaurter rack will only mount on one node at a time. The other two Disk groups mount on both ASM instances just fine. All disks on all three cell nodes are online and a chkdg of +DATA did not find any corrupt metadata. +DATA will mount on either node 1 or node 2, but can only mount on one node
