How the future enterable periods limit work in GL Calendar?

We are using EBS Release 12.1.3 and I am trying to understand how the open period program uses the future enterable periods limit in GL to make the periods as future enterable. Our calendars use weekly periods, we have 52 periods for 52 weeks and one adjusting period which is 53rd period.  When we define the calendar for 2017, we are giving 68 as the future enterable periods (14 remaining periods in 2016, 1 adjusting period in 2016, 52 periods in 2017 and 1 adjusting period in 2017). When we run the Open Periods program, it is marking all the
