PopupMenu.js file is not loading in Siebel 8.1.1.11

We are working on to get the Popup Menu Option at Application level.(Same as from Open UI Exercise Practice 4-1)

Prior to 8.1.1.11, we have to Modifiy the Custom_manifest file to add the new theme or any application level changes.

8.1.1.11 onwards we have to register it at manifest Administration.I have registered as below. But in Inspect Elements, PopupMenu.js file is not loading.

I have copied the Popupmenu.js file to C:\Siebel\8.1.1.11.0\eappweb\PUBLIC\enu\23030\scripts\siebel\custom.
