Entry Effective Date values are not transferring from OTL to BEE

Entry Effective Date values are not transferring from OTL to BEE for our timecard pay types that have a classification of "Information".  The information elements we use on a timecard are Leave WIthout Pay (LWOP) related.

We are setting up an accrual plan for FMLA ... and need the Entry Effective Date for the FMLA LWOP related elements to transfer from OTL to BEE:

The input value "Entry Effective Date" is defined for the information elements.

Does anyone know why the Entry Effective Date value is not transferring from OTL to BEE and how I fix it so the value does transfer?
