BNE Upload Staging Directory(BNE_UPLOAD_STAGING_DIRECTORY) not reflecing new value when uploading We

We are using 12.2.5. The cloned instance is still pointing to prod values even though we change the profile option values in DEV instance to valid directories. Thus, the upload failed to load the excel. Please advice if there is any disconnect. Any help would be greatly appreciated.
