roles and responcibilities of SYSTEM DBA and Application DBA

Good Afternoon and Happy Friday,

My team is primarily ORACLE SYSTEM DBA's. Our application Primavera team is bringing on a developer who will also server as an Application DBA.

While some of the roles are clear, and in general we plan on the Application DBA handling application / table/ index performance we would like input on specific distinctions.

To comply with Security we also want to make sure we give appropriate authority to have each team perform their functions.

What Authority and roles typically go with the Application/Developer DBA. We will be working closely but want to make sure each has authoruty to perform their jobs with no or minimal overlap.
