Multi valued fields substitution in email template

Hi,

We have a requirement where we need to use a template where MVFs need to be substituted in email template. The email is sent through a WF by using "Outbound Communications Manager" BS, CreateRequest" method. Although it is a MVF, but the configuration is made such as it will fetch only one value. We can see in UI that only one value is fetched. If we do F9 and select the email template from the dropdown, there the we can see MVFs replaced in the email body.

However, when email is sent through "Outbound Communications Manager", MVFs are not being replaced , but other single valued fields are replaced. Like below:
