Reference to attributeset not found in MDS repository

in EBS Customizations (MOSC) Question

I am doing the lab exercises in Jdeveloper : version 10.1.3.3.0.3 and I am on version R.12.1.3

In one of the exercise , it uses attrcibute set '/oracle/apps/fnd/attributesets/buttons/Create'

I can run it from my local machine but when I deploy it on server, I get the error :

oracle.apps.fnd.framework.OAException: oracle.adf.mds.exception.MDSRuntimeException: Unable to find component with absolute reference = /oracle/apps/fnd/attributesets/buttons/Create, XML Path = null. Please verify that the reference is valid and the definition of the component exists either on the File System or in the MDS Repository.
