MT940 not loaded if there is no transaction and contains record 86 - Oracle 12.2.3

Hi!

I wish to know if this is an Oracle bug or it is a  new "feature". People from business told be that a while ago they were able to see in Oracle also those MT940 which contained no transaction (amount 0).
