At Completion Labour Units not calculating correctly

We've noticed an issue that is mainly occurring in one of our largest projects....the At Completion Labour Units field isn't calculating correctly, and is summing to 0.  Not sure why this is occurring?  The 'Link Budget at completion for not started activities' field was not set, but when we set it back in our test regions it doesn't fix the issue.
