runReport - parameter values - List of Values SQL Query Type

Is  List of Values Item with a Type of "SQL Query" in my Data Model valid in my runReport API?

The goal is to have a value of "All" be passed into the API and set the Parameter Value set to the value of the SQL Query in the List of Values.  The program works great as long as I pass in a valid value in the database but when I pass in "All", which is valid in the report I encounter an invalid Parameter error.

Here is a snapshot of my :List of Values in the Data Model:

When I pass in "All" I received the following error:
