Folder Migration Tools

Does a tool exist that will provide the ability to add existing Agile folders, containing attachments to be "re-associated", to other items in the system in a manner similar to how the file or data load (Import tool) operates? Example, I want to export (from a search) the folders that contain attachments for Part1 and then use an import tool to load those folders to Part2.

The only way I've found that this activity is possible is to do it manually using the Add by Search in each item which takes too long.
