runReport - parameter values - setValues() - etting multiple value getting "SQLSyntaxErrorException:

In a previous discussion I found out that "All" is not a valid value in the API.  Now I'm trying to add a Parameter Value with more than one value.  So far I have not been able to get the values loaded correctly.

The previous discussion is identified as "[BI Publisher (MOSC)] - runReport - parameter values - List of Values SQL Query Type [sndvp6-f8vo-8d8tf]"

When I run the report I get the following error:

oracle.xdo.webservice.exception.OperationFailedException: PublicReportService::generateReport for reportAbsolutePath [/MScott/RD GLS657 BATCH.xdo] failed: due to oracle.xdo.XDOException: java.sql.SQLSyntaxErrorException: ORA-00920: invalid relational operator
