Impact of the version of BI Publisher Desktop in RTF layout

Hello,

We have run into an issue in Production, where a particular BI Publisher(embedded in Oracle Applications 12.2.3) report is failing to generate the output under certain circumstances. We raised an SR with Oracle as this clearly seemed to be a bug. We have been suggested by Oracle to rebuild the template using BI Publisher Desktop 10.1.3.4.2. I believe this is something not really required in order to debug/fix the root issue. Moreover creating a complex template from scratch will be high on both effort and time consumption.

My counter justification follows:

BI Publisher Desktop is just a plug-in to MS Office Word processor. The RTF template file gets created solely by MS Office Word and BI Publisher Desktop does not anyway interfere in the RTF creation process. RTF is a proprietary document file format from Microsoft and hence how the file will be stored in backend(like encoding, etc.) is purely determined by the MS Office Word software used to create the file. Which version of BI Publisher Desktop I am using should not matter as long as I am not using certain features of the tool. Even one has the option
