Unable to create a new business service method in Siebel IP 15

In Siebel 8, I was able to create a new method inside of a business service by going to the end of the code for an existing method, typing "NewBusinessServiceName(Inputs, Outputs)", and then pressing the enter key.  However, in Siebel IP 15, that never creates the new method in the tree.  It just stays right after the code for the existing method.  Furthermore, if I try to use the new method, I end up with a warning that there is no such method.  Has the procedure for creating a new method changed with Siebel 15?  That wasn't mentioned in the
