Time Zones per User

The initial locations we put live were all in EST and CST.  We had some issues with CST, but the users worked around it.  We are rolling more locations live now that will be in MST and MDT, so need to get time zones set per user.  Some users in the same role may be in different time zones.  I searched but no results came up for how to do this.  How have others in the community gotten through time zone issues?
