What table method will calculate Hours of Service from Participation Date?

We have a requirement to calculate Vacation based on Hours of Service (vs Months of Service) for Part-Time employees.  What table method do you suggest using for the DBA Setup?  I have tried HD, HP, and OH.

Has anyone had the same requirement?  If so, how did you set it up?
