Commitment/Penality on Product component level in Siebel.

Hi Experts,

We have a requirement where in penalty should be applied on product components level if it falls under commitment period.

Below is the hierarchy of product in Siebel.

TV Sample Package Bundle                                       

                                             |_______Relationships (Package Altern)                                                                                 

                                                                         |________________Low   (product component)                                                                                                                  

                                                                         |_________________Medium (Product Component)                                                                                                                  

                                                                         |_________________High (Product Component).

Now the requirement here is, there will be commitment periods and penalties on packages Low, medium and high. As per the vanilla functionality commitments are available on promotion or service bundle (relationship) level but not on the component. Product structure can't be changed.

Please share your thoughts to get the best approach for above said requirement. Any thoughts in this regard will be helpful.
